On May 12, 2026, the Brazilian National Mining Agency (ANM) launched Request for Contributions No. 2/2026 to gather input for the revision of ANM Resolution No. 1/2019, a project included in Thematic Axis No. 1 of the ANM’s 2025?2026 Regulatory Agenda.
ANM Resolution No. 1/2019 establishes the rules governing access to information contained in mining proceedings before the Agency, as well as the circumstances and procedures for restricting access to and handling confidential information.
The initiative seeks to identify relevant aspects of the current regulatory framework, enhance transparency in the regulatory process, and encourage public participation in the drafting of the revised regulation. Contributions could be submitted through the Brasil Participativo platform until June 10, 2026.
On May 20, 2026, the Brazilian National Mining Agency (ANM) launched Request for Contributions No. 3/2026 to gather input for the development of its Regulatory Outcome Evaluation (ARR) Agenda for the 2027-2030 period.
The consultation seeks to collect views from the public, regulated entities, and other stakeholders regarding the prioritization of ANM Board resolutions eligible for future regulatory outcome evaluations. Participants may rank, by priority and thematic area, the regulations that should be included in the Agency’s next ARR Agenda, the results of which will serve as input for the proposal to be submitted to the ANM’s Board of Directors.
Contributions could be submitted through the Brasil Participativo platform until June 24, 2026.
On May 27, 2026, the Brazilian National Mining Agency (ANM) launched Request for Contributions No. 4/2026 to gather input regarding the potential implementation of a regulatory sandbox within the Agency.
The consultation seeks to collect views from the public, regulated entities, and other stakeholders on the feasibility, benefits, risks, and opportunities associated with the creation of an experimental regulatory environment for the mining sector.
The initiative is focused on identifying innovative themes, projects, and processes that may require temporary regulatory flexibility for their development, enabling the ANM to assess the appropriateness and feasibility of establishing a regulatory sandbox. Contributions may be submitted through the Brasil Participativo platform until July 30, 2026, and will support the Agency’s technical assessment of the adoption of this regulatory instrument in the mining sector.
On June 10, 2026, the Brazilian National Mining Agency (ANM) published Notice of Participatory Meeting No. 1/2026, convening an invitation-only meeting to discuss the Regulatory Impact Assessment (AIR) for the project concerning Prior, Free and Informed Consultation (CPLI) applicable to Quilombola and other traditional communities. The initiative forms part of Thematic Axis No. 2 (Mineral Rights Granting) of the ANM’s 2025-2026 Regulatory Agenda.
The meeting was held on June 16, 2026, with the participation of the Palmares Cultural Foundation (FCP). The project may result in future ANM regulations establishing procedures for prior, free, and informed consultation in mineral rights granting proceedings involving Quilombola and traditional communities, in line with the safeguards provided under International Labour Organization (ILO) Convention No. 169.
