Conaportos Recommends Priority Unloading of Fertilizers Intended for the 2026/2027 Crop Season

On 08/20/2026, Conaportos Resolution No. 3/2026 was published, whereby the National Commission of Port Authorities (“Conaportos“) recommended that the authorities of organized public ports adopt measures to grant preferential treatment to the unloading of mineral fertilizers and other plant nutrition inputs intended for the 2026/2027 crop season. The recommendation covers nitrogen, phosphate, and potassium fertilizers, as well as other macro- and micronutrients used in agriculture. Subject to the rules of each port, port authorities should seek to classify these cargoes as eligible for berthing priority within no more than 24 hours from notice of the vessel’s arrival. At ports where no equivalent provision exists, the adoption of the procedures necessary to include such priority in the respective berthing rules is recommended. The measure does not waive the sanitary, phytosanitary, customs, and quality controls applicable to the cargoes. The Resolution also provides for the monitoring of fertilizer flows and dwell times at ports, with monthly reporting to the National Secretariat of Ports. The Resolution entered into force on the date of its publication and will remain in effect for six months, subject to extension or review.
