The year 2025 was marked by significant regulatory advances in the telecommunications sector, notably through the strong activity of the National Telecommunications Agency (Anatel) in reviewing key market‑structuring regulations. The update of the General Competition Goals Plan (PGMC), the consolidation of service rules, and the expansion of initiatives focused on cybersecurity, artificial intelligence, and data centers stood out as major innovations in the regulatory environment.
Looking ahead to 2026, expectations point to an equally dynamic year. The regulatory agenda is expected to include a review of radiofrequency spectrum use, the redefinition of the rules applicable to the Pay TV (SeAC) service in light of the evolution of new audiovisual content offerings, progress in discussions on “infrastructure capacity cost‑sharing” (also referred to as fair share) regarding the heavy use of telecommunications networks by big tech companies, the update of guidelines for classifying priority projects for the issuance of debentures, and the long‑awaited conclusion of the regulation on utility pole sharing between Anatel and Aneel. On the opportunity front, new radiofrequency auctions are expected to gain prominence, especially in the 700 MHz, 6 GHz, and other strategic spectrum bands.
